Philip Hammond cooled expectations of a transformative spring Budget when he unveiled his plan to reverse the traditional timetable, making autumn the set-piece moment of the chancellor’s year, while shifting the Autumn Statement to the spring.
Commentators expect next week’s Budget to be a fiscal non-event, with any headline-grabbing announcements or zeal for reform kept under wraps until later in the year. Taxpayers will have to wait until Wednesday to see if they are right.
